I don't see how Boise can be comfortable joining the league when nearly every school has their foot out the door. This will all start to shake out once Mizzou makes thier move.

part of the deal would be an astronomical exit fee.

A bridge too far. Much too far away to make sense.
Add regional up-and-coming schools like Temple, ECU and UCF. Count on AQ status helping them to continue elevate their programs. Villinova: fish or cut bait. Notre Dame: s*** or get off the pot.
Look to Comcast. It owns NBC. Philly-based. How about a fat ESPN-dominance-breaking media deal for the Big East, Comcast? Automatic exposure on cable systems and internet pages across the country.

If it is football only it is a one time trip at most for Big East schools. For them it may be too far, but put them in a region with BYU (not likley they will join), SMU, Houston, Air Force.

Never makes sense for Boise State to join BE, but it would help.

Report: Big East to double exit fee
The Big East plans to double its exit fee to $10 million dollars, then invite Boise State, Navy and Air Force as football-only members and Central Florida as a member in all sports, a conference official told The Associated Press.
Big East officials were meeting with UCF representatives on Friday, as the conference closed in on extending formal invitations for expansion, a source told ESPN's Joe Schad. A conference call of Big East presidents and chancellors was scheduled for later Friday, the source said.
Expansion is likely within seven to 10 days and a vote on increasing the league's exit fees is also expected in the next 48 to 72 hours, the source said.

The latest on Boise...
ESPN announces Big East and Boise are "flirting". UC fans announce that it makes no sense. Boise is influenced by UC message boards and takes another look and wonders "what were we thinking...this makes no sense...thank God for UC message boards". Boise decides to take their Big 12 invite over their invites to Big 10, SEC, Pac 10, ACC and of course the Big East instead.

Exit fee would be 5 million for Basketball Schools, 10 Million for Football
also The basketball schools, one official said, signed off on the first round of football expansion in exchange for the football schools showing a commitment to the Big East by agreeing to double their exit penalty to $10 million. It will remain at $5 million for basketball schools.
