I did a 10 minute search and was unable to get some answers.

Can a Junior sign a NLI? (Looks like no, but I don't know definitively)

Someone mentioned not being able to sign a NLI within 24 hours of an offical visit?

Does a redshirt count toward the 13 limit?

A junior can't sign a LOI they can only give a verbal. I'm pretty sure a redshirt counts toward the 13 scholorship limit. I'm not sure about the 24 hour thing but I have heard that before so it may be true.

Nor ON the visit, either.

I am assuming that McClain's visit is unofficial since we expect him to sign his LOI?

From the NLI website, under FAQ:

"Is it permissible to receive a National Letter of Intent while on campus for an official visit?

Yes. While under the terms of the National Letter of Intent program a coach or institutional representative may not hand-deliver a National Letter of Intent off campus, there is nothing that precludes you from receiving a National Letter of Intent while on campus for an official visit. Please remember that you may only sign a National Letter of Intent during a permissible signing period. Furthermore, signing a National Letter of Intent is a big commitment. Accordingly, it is strongly suggested that you consult your parent or legal guardian in this decision-making process."

Sounds to me there would be no problem signing while on an official visit. I have yet to see an official rule that says otherwise.

There is probably an NCAA rule about signing during a visit, since I don't recall an on-site signing ever occurring - Cincinnati or otherwise.

NCAA rules would logically not be on the National Letter site.
