The link is on the main BN site. Personally, I think this would be a welcome change. Either commit to college or commit to the pros. One and done does not work. It's time for the NBA to shoulder the burden of training high school players, several of which that in all honestly have no business being on a college campus.

I would prefer to see at least a 2 and done rule. I think three and done like the MLB is pushing it a bit. The problem with this is that the Player's association isn't likely to go for it because it allows HS players to pick between the draft and college.
What happens to them if they don't get drafted and they really were college academic material? Is the door still open if they are not drafted? Dr. Emmert has a lot of specifics to work out before he approaches the NBA PA about changes.
I would expect the PA and the league to say "OK two years but we still don't want any HS players."

If a player commits to the draft now and is not taken, he cannot go to school and play.
I have always wondered why the MLB plan is not used for every sport. It allows the athletes who think they are good enough to make the jump from high school to the pros to go right out of high school. But, as soon as you begin school, you are not able to move on until you are three years removed from HS.
Sounds fair and it allows colleges to even their classes easier.
